What do you want the identity of Gaelic football to be?

1. A handpassing, possession-based game?

2. A kickpassing, player-on-player contest game?

If you want #1, that's what we have now. If you want #2, the rules must be changed. How can you do that? You can Ban Consecutive Handpassing. See proposed addition to existing rules below.

RULE 4 – TECHNICAL FOULS (CONTINUED)
RULE 4.37 – Consecutive Handpassing
(i)
A player in Possession, who has received a Completed Handpass:
1. Cannot Handpass;
2. Cannot deliberately relinquish Possession so that a team-mate may gain Possession; but
3. Can score a point with an open hand or fist. The ball must go over the opposing team’s crossbar before it touches the ground or touches a team-mate, otherwise it shall be considered a Handpass.
Any violation of sub-clauses 1, 2 or 3 will result in either:
1. The referee awarding a free kick to the opposing team from where the infringement took place; or
2. The referee applying the advantage rule to the opposing team.
(ii)
In the event of a player receiving a Completed Handpass and then losing Possession in a non-deliberate manner, and then Possession being gained next by a team-mate, that team-mate can Handpass.
(iii)
The refereeing signal to indicate a violation of rule (i) shall be the raising of the index and middle finger of either hand, with the palm of the hand facing the player who made the infringement.

Possession
Secure control of the ball with one or both hands

Completed Handpass:
A Handpass is deemed complete when a player gains Possession from a team-mate’s Handpass, irrespective of any Deflection in the interim.

Deflection:
The ball being touched by any player on either team, without that player gaining Possession.
